Coaching, technique, foot shape and how often you skate change the right answer. A boot too stiff for a light skater is an injury risk, not a safety margin — excess stiffness restricts the ankle bend skating depends on and shifts sustained load onto the back of the leg. Buy for the jumps landed consistently, not the ones being learned, and have any purchase checked by a skate tech or fitter near you before skating on it.
Where the weight bands come from

From Jackson's published Fit Guide, which maps skater weight against jumps model by model (source). Jackson's own caveat: “These charts are meant only as a guideline to help you choose a model. Selection of product should be made in consultation with your authorized Jackson Ultima Retailer who will also assess current skates being used.”

The bands combine both of Jackson's charts, so no band straddles a division either chart makes. They apply to Jackson boots only: Edea publishes no weight bands — “NOTE: This is a general guideline and other factors such as weight, height and skating style should be considered. Always ask your coach before changing boot model!” (source) — so filtering by weight leaves every other brand listed rather than judging it by a chart that never mentioned it.
